    On September 22, the III international conference BreakBulk Caspian 2022, dedicated to the logistics of project cargo in the countries of Central Asia and Transcaucasia, completed its work in Almaty (Kazakhstan).

    This year the conference was attended by more than 110 delegates from Uzbekistan, Kazakhstan, Russia, Belarus, Azerbaijan, Georgia, Germany, and Turkey.

    The central topic of discussion was the issue of the Trans-Caspian transport route, which is increasingly involved in the transportation of project and container cargo. The growth of transportation in January-August 2022 amounted to +60% compared to last year. However, as noted at the conference, the route revealed weaknesses. First and most importantly, this corridor was not ready for such an increase in cargo traffic. And the high cost of a complex intermodal route was not offset by the expected shorter transit time. Thus, the Azerbaijani operator ADY did not have enough rolling stock which delayed the transshipment of containers in the Baku port. The company has already leased 108 railway platforms and planning to purchase another 300 in 2022. Meanwhile the waiting time for containers during the peak period was up to 85 days! The lack of locomotives in Georgia, outdated infrastructure, and inadequate coordination between the railway administrations of Georgia and Azerbaijan only aggravated the situation. And this is only part of the voiced problems.

    Another main topic of discussion was the issues of sanctions pressure on Russia and the impact of this factor on cargo logistics for Central Asian countries. Sanctions against the Russian fleet made it impossible to use river-sea class vessels and barges for direct ship calls to the ports of the EEC and the use of the “Baltic” corridor for the delivery of project cargo to the Caspian Sea. A foreign flag vessels cannot use this route. Therefore, the ports of Turkey and Egypt are increasingly used for transshipment of oversized and heavy cargo. All this increases the cost and delivery time of cargoes. The use of the Turkey-Georgia-Azerbaijan-Central Asia, China-land border crossings – Central Asia, Iran-Central Asia corridors will increase but these routes have serious restrictions on the size and weight of transported cargoes. If the territory of Russia and its inland waterways are not used, the delivery of project cargo for large-scale projects in the region will become impossible.
